Section 58.31
All special assessment proceedings commenced prior to the effective date of the ordinance codified in this chapter and conducted in conformity with the provisions of Public Act No. 3 of 1895 (MCL 61.1 et seq., MSA 5.1201 et seq.), as in effect prior to the effective date of Public Act No. 4 of 1974 (MCL 67.25 et seq., MSA 5.1309 et seq.), are hereby validated, ratified and confirmed. Any special assessment roll confirmed after the effective date of Public Act No. 4 of 1974 (MCL 67.25 et seq., MSA 5.1309), but prior to the effective date of the ordinance codified in this chapter, shall be conclusive, except that the period for contesting such assessment roll provided in section 58-24 shall commence upon the effective date of the ordinance codified in this chapter.
