Section 70.311
No persons shall place or deposit in an unsanitary manner upon public or private property within the village any human or animal excrement, garbage or other objectionable waste. No person shall discharge to any natural outlet within the village any unsanitary sewage, industrial wastes or other polluted waters, except where suitable treatment has been provided in accordance with the provisions of this article.
