Initial payment of costs. The entire cost of any sewer extension, including the share payable by the village, must in the first instance be paid by the property owner. The share payable by the village as outlined in this division may be paid by the village at the completion of the project or as outlined in this section, at the option of the village. Time limit. The time limit for the village to so reimburse the property owner for the village share of the cost as defined in this division is ten years after the completion of the project, such village share to be paid annually in equal installments. It is understood that the village shall make every effort to pay at or before completion of the project when financially able to do so. Effect of transfer of ownership of property. In the event of a transfer of property to a new owner, the village is under no obligation to make such reimbursement to the new owner, but shall continue to make the reimbursements, if any are due, to the original owner.
