The Council adopted Resolution No. 040726-1 to enter into MDOT Contract No. 26-5097 and authorized Clerk/Interim Manager Kayla Reed to act as the Village’s agent; the Council approved a grounds maintenance contract with Mid-Michigan Seasonal; and the Council hired Jesse Lietzel as Zoning Administrator/Code Enforcement at $18.00 per hour. The meeting adjourned at 8:42 PM.

Barkowska to Approve and Adopt the Resolution to Enter into Contract Number 26-5097 with MDOT for funding from the Transportation Economic Development Category B Program and authorize Kayla Reed, Village Clerk/Interim Manager, to act as agent on behalf of the Village for the Transportation Economic Development Fund Category B Program funding, to act as the applicant’s agent during the project development, and to sign the Contract with MDOT.

A RESOLUTION TO ENTER INTO A CONTRACT NUMBER 26-5097 WITH MDOT AND TO IDENTIFY THE VILLAGE PERSON AUTHORIZED TO SIGN THE CONTRACT FOR ORCHARD STREET PAVEMENT IMPROVEMENTS FROM S. FULTON STREET TO THIRD STREET AND LINCOLN STREET PAVEMENT IMPROVEMENTS FROM HIGH STREET TO THE PARKING LOT. VILLAGE OF MAYVILLE FUNDED BY THE TRANSPORTATION ECONOMIC DEVELOPMENT FUND CATEGORY B PROGRAM.
Minutes of a regular meeting of the Village of Mayville, Tuscola County, Michigan, held in the Village of Mayville Hall, at 6104 Fulton Street, in said Village of Mayville, on April 7th, 2026, at 7:00 PM.
PRESENT: COUNCIL MEMBERS: Bill Barkowska, Margo Chambers, Kathy Freeland, Beau Shaver, and President Kristen Valentine

The following preamble and resolution were offered by Council Member: M. Chambers and supported by Council Member: B. Shaver
WHEREAS, the Village of Mayville is entering into a Contract Number 26-5097 with MDOT for funding from the Transportation Economic Development Category B Program.
WHEREAS, MDOT Transportation Economic Development Category B will be funding to the Village of Mayville $185,000.
NOW, THEREFORE, BE IT RESOLVED THAT, the Village has authorized Kayla Reed, Village Clerk/Interim Manager, to act as agent on behalf of the Village for the Transportation Economic Development Fund Category B Program funding, to act as the applicant’s agent during the project development, and to sign the Contract with MDOT.
BE IT FURTHER RESOLVED THAT, the Village attests to the existence of, and commits to, providing at least $185,000 toward the construction costs of the project(s), and all costs for design, permit fees, administration costs, and cost overruns.
BE IT FURTHER RESOLVED THAT, the Village commits to owning, operating, funding and implementing a maintenance program over the design life of the facilities constructed with Transportation Economic Development Fund Category B Program funding.

2. Bids for Mowing\Grounds Maintenance
2 Bids were received to include 3 properties Ohmer Park, Bodies Park, and the Water Plant.
Mid - Michigan Seasonal contract included weekly cut & trims, spring & fall cleanups, and weed control for $2,992.00 per month or $748.00 per week April - November.
Michigan Lawncare included 26 cut & trims per property with approximately 5-6 hours of spring cleanup only, and NO weed control in the amount of $19,340 or $743.85 per week
Motion by M. Chambers, 2nd by K. Freeland to Approve and Accept the Contract with Mid-Michigan Seasonal as written with pending questions on for sure start and end dates.
